The Ministry of Finance said on Saturday that all salary payments and financial entitlements are fully covered, and that the steps it is taking are meant to organize financial work and keep funding stable. The Ministry also made it clear that Iraq’s real monthly spending on salaries is about 6 trillion dinars.

In a statement received by dinaropinions.com, the Ministry explained that it had closely followed comments made by a Member of Parliament during a TV interview. The MP talked about salaries and public revenues, mentioning numbers that the Ministry said needed clarification so the public isn’t confused.

The Ministry firmly denied the claim that monthly salary spending reaches 8.5 trillion dinars while revenues stay at only 6 trillion. It stressed that official figures show the real monthly spending on salaries — including employees, retirees, and the social protection network — is around 6 trillion dinars, which matches the amount of revenue coming in.

The statement also addressed the MP’s claim of a 2 trillion dinar “deficit.” The Ministry said this is simply not true. That amount represents oil revenue already received and set aside to fund the salaries of the next month. It’s a normal part of the cash flow cycle, not a deficit as it was described.

The Ministry also responded to questions about why pensions and social welfare payments are made on the 2nd of each month instead of the 17th. It explained that this early date was chosen years ago — before electronic payment cards — to prevent retirees from standing in long lines at banks. The timing is tied to how oil dollars are received and converted into dinars, and sometimes the start of the month includes weekends or holidays, which requires extra banking time so payments can go out smoothly.

The Ministry stressed again that retirees are a top priority and that all financial entitlements are fully guaranteed. It said any steps being taken are only meant to organize financial procedures and ensure that funding continues without interruption.
