Germany Supporting Financial Reform in Iraq

Discussions were held on launching the second phase of the Financial Reform Support Programme in Iraq during a meeting at the Ministry of Finance, chaired by Finance Minister Taif Sami Mohammed.

The meeting brought together a delegation from the German Agency for International Cooperation (GIZ) and a representative of the German Embassy in Iraq. Talks focused on the technical arrangements and implementation timeline for the programme’s second phase, which will be funded through a €13 million German grant and will build on the results achieved during the first phase.

Key areas of cooperation discussed included the provision of specialised technical advisory services, improving the accuracy of macroeconomic forecasting, and strengthening institutional capacities across budget, accounting, public debt, economic, and information technology departments.

The programme also aims to modernise digital cash management systems, enhance internal control and regulatory frameworks, and improve staff efficiency through expanded use of digital tools.

Participants emphasized that the support is provided through non-repayable development grants, ensuring that the programme does not create debt or financial obligations for Iraq’s public treasury, while contributing to broader financial and economic reform efforts.
