Iraqi Property Sales and Ownership Transfers to go Digital

Prime Minister Mohammed Shia’ al-Sudani has launched a new project to digitally automate property sales and ownership transfers at the General Directorate of Real Estate Registration under the Ministry of Justice.

The goal of the system is to support administrative and financial reform, improve transparency, and better protect citizens’ property rights. Al-Sudani said the real estate registration directorate is one of the busiest government offices, since it handles ownership records and property transfer transactions across the country.

He described the project as a major step toward cutting red tape, speeding up services, and reducing reliance on middlemen. It also marks a shift away from paper files toward fully electronic systems, in line with the government’s broader digital transformation plans.

The Prime Minister stressed that the system must be continuously reviewed and updated, and that staff must be properly trained to ensure it is applied correctly. He also directed authorities to improve service quality while making sure all transactions are completed securely and safely stored.

Al-Sudani also highlighted the importance of linking the new system with other government agencies. He instructed the Ministries of Interior and Finance to speed up electronic integration so verification and processing steps can be completed more efficiently.

Officials say the move is expected to make property transactions faster, clearer, and more reliable for citizens.
