A Kurdish politician proposes a "deal" to Baghdad: 250 thousand barrels and half of the port revenues in exchange for the budget

Sabah Hassan, a former member of the Kurdistan Regional Parliament, believes that the agreement between the federal government and Kurdistan should involve the transfer of Kurdistan’s entire share and the deduction of revenues from 250,000 barrels per day and half of non-oil revenues. She shared this opinion on Friday, December 29, 2023.

Hassan told “Baghdad Today” that a new agreement must be reached. Under this agreement, the federal government should send Kurdistan’s complete share and deduct the value of 250,000 barrels of oil along with 50% of non-oil financial revenues.

According to his statement, “The Kurdistan region has provided all the data and figures related to employees, social welfare, Peshmerga, and retirees. The Iraqi Ministry of Finance has also received documents detailing the monthly revenues from border crossings and customs. As a result, there is no legal obstacle to transferring funds and distributing Kurdistan’s share.”

He said that the region’s new share requires preliminary approval from the Council of Ministers and a vote from Parliament, but there are no other obstacles.

According to sources in political circles, there is a proposal to revise the general budget for the year 2024. This will involve reducing the amount of shares allocated to foreign oil companies for exporting oil and amending the percentage allocated to the Kurdistan region. The revision will be based on recorded budget numbers instead of actual spending.
