Civil Service Council: Preparing a study on salary scales and allowances... and reveals important details

The Federal Public Service Council says it is now working on a full and detailed study to review salaries and allowances, and plans to submit it to the government once it’s finished.

Council spokesperson Fadel Abdul Zahra Al-Gharawi explained that the study will look closely at how the current salary system really works, where the problems are, and how other countries have handled similar issues. The goal, he said, is to come up with clear, realistic ideas that can actually be applied.

He added that the study will also consider the country’s financial situation. “We want a fair system,” he said, “but it also has to be sustainable for the state.” The council sees this proposal as one of the practical solutions to long-standing salary concerns.

Al-Gharawi pointed out that salary reform is a key part of fixing the civil service system. It directly affects how well employees perform, how satisfied they are with their jobs, and how strong institutions are overall. It also has real economic and social impacts.

He stressed that any new salary scale must be built on fairness and equal opportunity. Pay should be linked to the job itself, not the person holding it. He also highlighted the need to reduce the big gaps between government institutions, especially when it comes to allowances that currently vary widely without clear or unified rules. All of this, he said, should be done in line with the constitution and broader administrative and financial reform goals.
