Iraq Election: Economic Policies in Electoral Programs

As Iraq approaches the October 2025 parliamentary elections, there remains a notable absence of reliable information detailing the political blocs’ and candidates’ electoral programs—especially regarding their economic policies.

To date, no official publications, televised debates, or radio programs have provided clarity on the economic, political, or social agendas that parties intend to pursue. This lack of transparency raises key questions about the readiness of Iraq’s political class to address the nation’s urgent economic challenges.

This paper examines two fundamental questions:

  1. Do the economic policies proposed by Iraq’s political blocs align with the magnitude of the country’s internal, regional, and global economic challenges?
  2. Have these blocs demonstrated the capacity and effectiveness to implement meaningful economic reforms, based on their past performance in government and parliament?

The analysis is structured across three core dimensions:
(a) Assessing the alignment between electoral economic programs and Iraq’s current macroeconomic, financial, and geopolitical realities.
(b) Critiquing the historical performance of political blocs in implementing tangible economic reforms.
(c) Outlining practical evaluation tools for determining the feasibility of electoral promises and for monitoring their post-election implementation.

The study draws upon data and assessments from international and regional institutions, as well as insights from local analytical reports, to present an objective, evidence-based evaluation of Iraq’s electoral economic landscape.
