Kazem Attia Al-Shammari, a member of the Iraqi Parliament, provided an explanation of the specifics of the amendment to the general amnesty law on Sunday. He emphasized that the only kink in the law is the definition of affiliation with terrorist organizations.

According to Al-Shammari, “There are parliamentary demands to include civil crimes that deserve amnesty in the amendment, indicating that it is not possible to pardon terrorist crimes and release those whose hands are stained with the blood of Iraqis, thieves of public money, and drug dealers.” “This indicates that it is not possible to pardon terrorist crimes.”

“The amnesty still needs more political consensus before it is included in the second reading,” he added, pointing out that “Parliament enacted the general amnesty law in 2016.”

He added, “The exculpation does exclude classes like illegal exploitation, drugs, violations that influence public and state security, as well as wrongdoings of misappropriation, wasting public assets, and others.”
