The Federal Public Service Council says it plans to approve a unified job structure for all ministries and state institutions in 2026.
According to the council’s spokesman, Fadel Al-Gharawi, the goal is to modernize how the government manages its employees and make the system clearer and fairer.
He explained that the plan focuses on creating a single organizational structure for government jobs. Each position will have a clear job description explaining the duties, responsibilities, required qualifications, and possible career paths.
Al-Gharawi said this step will help remove confusion caused by overlapping job titles and responsibilities across different ministries.
Teams visiting ministries
To move the plan forward, the council has formed special field teams led by council members and technical staff. These teams will visit ministries, government institutions, and provincial offices.
During these visits, they will meet with administrative leaders and departments to discuss challenges, coordinate plans, and find practical ways to apply the unified job structure.
Broader reform plans
The council said the project is part of a wider effort to reform Iraq’s public administration. Other steps being planned include:
- Developing training programs based on real workforce needs
- Creating a more scientific performance evaluation system
- Improving national human-resources planning
- Expanding digital systems in public service management
- Aligning administrative policies with transparency and accountability standards
Officials say that having clear job descriptions and a unified structure will help build a stronger and more professional government workforce that can better support development and improve public services.
