Economic expert Nabil Al-Marsoumi has shared new figures highlighting the educational levels of some government employees in Iraq, based on data from the latest population census and the Ministry of Electricity’s 2025 annual report.
According to Al-Marsoumi, the latest census shows that around 11,000 government employees are classified as illiterate.
He also pointed to data from the Ministry of Electricity’s 2025 annual report, which shows that about 23,000 employees in the ministry do not hold any educational qualifications.
These employees make up roughly 12% of the ministry’s total workforce, which consists of around 187,000 permanent employees.
The figures have drawn attention to the educational challenges that still exist within parts of the public sector and highlight the importance of training, education, and workforce development in government institutions.
