MP Sumaya al-Halfi of the National State Forces confirmed on Sunday that official efforts are moving forward to regularize the status of contract employees and daily wage workers across government institutions.
Al-Halfi stated that the Ministry of Finance has agreed to include the regularization file in the 2027 federal budget, describing it as an important step toward addressing the job insecurity faced by thousands of workers in the public sector.
She explained that the plan covers several categories, including employees hired under the 315 contract system, workers employed by the Ministry of Education and the Food Security Directorate, as well as daily wage earners in various ministries and governorates. However, she noted that the process still requires the completion of a number of financial and administrative procedures.
According to Al-Halfi, the Parliamentary Finance Committee is currently studying the mechanisms needed to implement the regularization process. Discussions are also nearing a final agreement to convert daily wage positions into formal contracts, a move aimed at protecting workers’ rights and providing greater job stability.
She stressed that including the issue in the 2027 budget is a major step toward resolving the long-standing file. At the same time, she emphasized that final approval depends on the passage of the budget and the completion of the legal and financial requirements for each employment category.
Al-Halfi called for accelerating the process and ensuring fair treatment for all affected workers, highlighting the importance of providing long-term job security for contract employees and daily wage earners throughout Iraq.
