Al-Kadhimi: Funding will not be cut off for ongoing projects, and disbursement will be based on completion.

Former member of the Parliamentary Finance Committee, Mu’in al-Kadhim, said that project funding in Iraq is still moving forward, even though there is no approved budget right now. He explained that money is being released based on how much work has already been completed on existing projects.

Speaking to dinaropinions.com, al-Kadhim said the next government must prepare budgets early for 2027 and 2028, and also for 2029. In other words, the full budget plan should cover the entire upcoming parliamentary term, not just one year at a time.

He explained that the Financial Management Law allows funding to continue for projects that are already underway. Payments are made according to progress and completion rates, not for projects that are newly announced.

Al-Kadhim stressed that ongoing projects can continue and be completed normally because funding is still being released. However, he made it clear that no new projects can be launched at this time due to the absence of an approved budget.

In short, work hasn’t stopped—but expansion has. Existing projects move forward, while new ones remain on hold until a budget is in place.
