Governments and royalty are in Tier 1; whales-elite with platforms of money, corporations, etc. are in Tier 2; American Indians, CMKX, large church groups (like the Mormons), and the Admirals Group are in Tier 3; the hundreds of thousands of people who pay attention to intelligence are in Tier 4; internet groups (all of us) are in Tier 5; and the general public is in Tier 5.
