Reset Intelligence: Treasury Flags Iran’s Money Men in Iraq
By Reset Intelligence | @EXIT_FIAT
The day after America voted, the US Treasury added a secondary-sanctions warning to Iraqis already blacklisted for moving Iran’s money. Any bank, anywhere, that still deals with them now risks its own access to US dollars.
America is still counting. Congress changed hands on Tuesday. On Wednesday morning Washington tightened Iraq’s money rails anyway.
The warning
The Treasury’s sanctions office added one line against each name on its own site on Wednesday: “Secondary sanctions risk: See Section 2 of E.O. 13902.” The names include Ali Maarij al-Bahadly, tied to the network of Salim Ahmed Said, and 2 Iraqi brothers based in Dubai, Abdulhasan and Majid Ali Akbar Namdar al-Mandalawi. Iraqi press reports the same warning on 2 Baghdad banks, the International Development Bank and the Islamic Regional Cooperation Bank.
A normal listing stops Americans dealing with a name. This one reaches past America. A bank in Dubai, Istanbul or Beirut that keeps these accounts can be cut off from US dollars itself.
What else moved
• The count – by the networks’ count Democrats hold the House and at least 54 Senate seats, with Mississippi and Alaska still counting. Trump, who spent the year on voter fraud, congratulated the Democrats on Wednesday and said he accepts the results. States certify through December, and under Executive Order 13848 the intelligence chief’s foreign-interference assessment is due by December 18.
• Does it change Iraq? – Trump is still president, and the new Congress does not sit until January 3. Wednesday’s warning ran under an executive order, no vote needed. Secretary of State Marco Rubio said on October 31 that control of Congress will not change the president’s foreign policy, which he called the function of the executive branch.
• The deadline – Iraq’s armed factions were first told September 30. By Iraqi accounts, Washington has since moved the date to June 30, 2027.
• Saturday’s vote – Baghdad’s cabinet sits on Saturday on next year’s budget. Erbil’s parliament elected its speaker on Wednesday after 2 years stalled.
• Manama – Prime Minister Ali al-Zaidi was in Bahrain on Wednesday, by one Gulf paper’s count the first Iraqi prime minister to make that trip since 2003.
• The barrel – Basrah Heavy fell $3.97 to $70.15 on Tuesday even as the global benchmarks rose, still well above the $58 the budget assumes.
• Baghdad’s street – closed Wednesday near 168,150 IQD for $100, against the official 152,000.
The question
If Tuesday’s vote was meant to slow Washington down on Iraq, why did the warning land the next morning?
That is the short version. Who is on the list, what the warning means for Iraq’s banks, and the strange quiet after the count – that is the daily read.
