Until one government, and only one, has the authority to employ force within its boundaries, a nation cannot profit from a stronger currency. The Lebanese pound lost 90% of its value, and a militia supported by Iran became more powerful than the government next door. Iraq is attempting to avoid writing just that conclusion. For this reason, the ministries that control the weapons, Interior and Defense, still have two vacant seats in Iraq’s cabinet. The export revenue is being locked in, and the bank is prepared.
