Iraq entered OPEC’s capacity audit yesterday and submitted a request for a production baseline of six million barrels per day. Its current quota is close to 4.4 million, which is over twice what it pumped last month and a third more than what the cartel permits. In August, output was almost 3.4 million. Baghdad cited a $400 billion rebuilding bill as its justification.
