The Directorate of Industrial Development at Iraq’s Ministry of Industry and Minerals announced that it issued 180 preliminary licences for new industrial projects in September 2025, marking another step toward strengthening the country’s private sector and expanding industrial activity across multiple provinces.
Director General Dr. Ali Ibrahim Jinaan said the licences span several key sectors — including food, chemical, metal, construction, textile, and engineering industries — reflecting growing investor confidence and the government’s focus on economic diversification.
📊 Provincial Breakdown
According to the Directorate’s report:
- Baghdad topped the list with 41 licences issued.
- Basra and Nineveh followed with 20 licences each.
- Anbar ranked next with 17 licences.
- The remaining licences were distributed among Karbala, Salah al-Din, Najaf, Wasit, Diyala, Babil, Kirkuk, Diwaniyah, Maysan, and Muthanna provinces.
🏗️ Land Allocations and Investment Facilitation
In addition to new licences, the Directorate issued 97 land allocation letters for the establishment of new industrial projects across Iraq.
These allocations cover a diverse mix of industries and regions, supporting balanced economic development and encouraging local manufacturing.
💻 Digital Services and Investment Support
Dr. Jinaan emphasized that the Directorate continues to offer comprehensive digital services through the government’s “Ur” electronic portal, allowing investors and industrialists to access:
- Completion certificates for qualified projects under the Industrial Investment Law No. (20) of 1998
- Renewal of industrial identification cards
- Reactivation of existing licences
- Field inspections and technical follow-ups
He added that these digital and administrative reforms are aimed at reducing bureaucratic barriers, attracting investors, and enhancing industrial competitiveness across Iraq.
