Iraq now claims that their cash shortage solely affects their ability to pay wages. They are able to cover all of their other expenses. Every day, I spent two hours searching the news. I haven’t come across any articles stating that they are unable to pay any other payments.They can cover all of their other expenses, but they are unable to pay their salaries. Give that some serious thought.Why can’t they just pay salaries? Because they would need to approve the budget and modify salary pay scales in a new budget cycle with an impending rate adjustment. The new currency value must be established in order for the budget to be approved.This indicates to me that August is most likely when the rate will change.
