The Federal Public Service Council has revealed new details about a proposed law aimed at helping veteran graduates secure government jobs, including plans to create 150,000 new job positions.

Fadel Al-Gharawi, the council’s official spokesperson, said the proposal was submitted by several members of Parliament and is intended to address the long-standing challenges faced by graduates who completed their studies five years ago or more and have not yet found government employment.

The proposed law would cover graduates holding bachelor’s degrees, diplomas, and other academic qualifications who were not included in previous appointment programs.

Al-Gharawi explained that the proposal comes in response to growing demands from veteran graduates who believe they have been overlooked in earlier employment initiatives that benefited other groups, such as medical graduates, holders of higher degrees, and top-performing students.

One of the main goals of the proposal is to create 150,000 job opportunities within the 2026 federal budget to ensure that all eligible veteran graduates can be included. The proposal also seeks to remove the preference system currently used in some appointment procedures, aiming to provide a fairer process for applicants.

Another important part of the proposal is assigning responsibility for appointing veteran graduates exclusively to the Federal Public Service Council. Supporters say this would help strengthen transparency, fairness, and equal opportunities in government hiring.

Al-Gharawi said the council has already held several meetings with representatives of veteran graduates and supports their legitimate demands. He stressed that the council is committed to finding fair legal and administrative solutions that respect the constitutional principles of equality and equal opportunity.

He also emphasized that the council treats all graduates equally, regardless of whether their degrees are in scientific, technical, or humanities fields. According to him, hiring decisions are based on fairness, transparency, and legal standards rather than favoritism or discrimination.

At the same time, he noted that any new appointments depend on the availability of approved job positions, financial allocations, and a legal framework that authorizes recruitment.

Al-Gharawi said the council views graduates as an important part of Iraq’s future development and remains committed to ensuring equal and fair employment opportunities for all eligible applicants.

If approved, the proposed law could provide a major opportunity for thousands of veteran graduates who have been waiting years for government employment and could become one of the largest public hiring initiatives in recent years.
