Saad Al-Muttalabi, a former member of the Baghdad Provincial Council, confirmed on Tuesday that budgets should have been allocated to local governments, who are responsible for service projects in their areas, rather than ministries.
“The ministries’ projects differ from the governorate’s projects, which is considered a local administrative unit that has its direct needs from the municipal directorates spread across the regions,” Al-Muttalabi stated.
“Each municipality affiliated with the governorate has its own projects, needs, and plan, and they are presented to the advisory and engineering body in the governorate for study and development,” he added. Its plan is sent to the Ministries of Planning and Finance, where it includes real-world solutions for the problem. The ministry doesn’t look into such things but rather works.” As per a government well thought out course of action.
“It is wrong for the budget to be directed to ministries and governorates, and their projects and service plans are ignored,” he stated. In addition, it is regarded as a constitutional flaw because, with the exception of security, the projects must primarily be local.
