Iraqi MP Hayam Al-Yasiri said the proposed leave law is closely linked to the financial challenges facing the country and is intended to help address the issue of disguised unemployment in state institutions.
According to Al-Yasiri, many government institutions have more employees than they actually need, which increases operating costs and places additional pressure on public finances.
She explained that the proposed law is part of a broader effort to organize the workforce, reduce disguised unemployment, and ease the financial burden on the state. The goal is to ensure that staffing levels better match the real needs of government institutions.
Al-Yasiri also said the law could help improve the management of human resources by making better use of existing skills and experience within state agencies. She believes this would allow institutions to operate more efficiently while supporting efforts to deal with Iraq’s ongoing financial challenges.
